DISASTER MANAGEMENT: THE STATE OF HOSPITAL PREPAREDNESS

SYED MAHMOOD HAIDER

ABSTRACT

Pakistan like any other country is vulnerable to natural disasters like earthquakes, floods, droughts, cyclones, avalanches, landslides, epidemics, pest attacks and tsunamis. Alongside these natural disasters are the now much too common man-made hazards that include transportation, industrial, oil spills, fires, internally displaced communities and the ones most effecting our lives arising as a consequence of civil disturbances i.e. bomb blasts and suicide bombers. All these are a cause of much loss of life and property and add to human miseries in a poorly developing economy like ours. Most man made disasters are preventable by implementation of safety laws, whereas natural disasters may not be preventable, but nevertheless a mechanism may be enforced for early warning to lessen their impact. In Pakistan by promulgation of the National Disaster Management Ordinance (2006), a system has been made operational to coordinate and monitor implementation of National Policies and Strategies on disaster management at all levels and the health sector stands as one of its main pillars.
